Support to the National Photo-Voltaic
Programme (NPVP) |
The NPVP combines a
credit facility to households or small business for the purchase of
PV systems with a quality control and maintenance service. High
financial costs of credit management and a passive role of the
private sector are major difficulties detected in the execution of
the NPVP. |
Increase the performance
and effectiveness of the NPV programme by:
* Improving the efficiency and
effectiveness of management procedures;
* Increasing the private sector
participation
* Reduce customer's cost to credit
and increase customer satisfaction.

Integration of Solar PV Technology
into Rural Electrification |
Experiences from
several pilot projects show that current rural electrification
policies are rapidly eroding potential markets for solar PV
services. Highly subsidised rates of grid electricity create
competitive pressures against the solar PV option at the community
level. |
Undertake a market
barrier-removal effort designed to assist the Energy Commission at
the Ministry of Energy to develop a subsidy reform package and an
energy service concession structure to secure sustainable markets
for solar PV service providers. |
Provide sufficient
information and analyses to enable policy-makers take decisions on:
* What subsidies (type, magnitude and beneficiaries) are needed to
eliminate market distortions;
* Designing an energy-service
concession structure and process that correspond to a sustainable
market for solar PV in rural electrification. |
| Jamaica
Supporting Energy Policy-Making under
Sustainable Development |
Within the context
of the Caribbean Energy Action programme (CEAP), partially supported
by the UCC, the Latin American Energy Organisation (OLADE) is
assisting Jamaica on the formulation of a long-term energy policy
strategy. |
The intervention
covers the final phase of a participatory, objectives-oriented
planning process aimed at incorporating sustainability objectives
into energy policy formulation and decision-making. |
Design an
implementation of a long-term energy strategy including specific
programmes to:
* Promote the development of new and renewable
energy sources;
* Encourage energy conservation/efficiency on the
supply side as well as demand side management. |

Revamping Jatropa-oil Multifunctional
Platforms |
A number of
Jatropha oil powered multi-functional platforms have been installed
in Mali. Low levels of organisation combined with poor management
practices and limited local technical capabilities have resulted in
a low performance of the platforms. |
Strengthen the
institutional context to enable jatropha-oil multifunctional
platforms to:
* Operate on a continuous basis
* Decrease reliance
on external assistance
* Become replicable on a significant
scale

capacity of village associations for management and accounting
procedures
* Establish links between village associations and
suppliers of services in main cities
* Disseminate findings at

Implementation Guidelines for
Off-Grid Electrification Policies |
The Government is
committed to increasing access to electricity through levelling the
playing field between grid and off-grid electrification. The
Electricity Act however focuses on grid electrification. Various
issues regarding the modalities of off-grid electrification requires
urgent attention. |
Design strategic
measures to ensure that government off-grid electrification
activities result in a sustainable electrification development.
These measures will include establishment of a regulatory framework,
subsidy policies, concession policies, and service standards, among
others. |
* Guidelines for
the implementation of off-grid electrification policies;
* A
short-term strategy procedures for immediate off-grid
electrification plan;
* Raise awareness among stakeholders on
implications of off-grid electrification issues. |
| Uganda
Facilitating Development of a
Sustainable Biomass Energy Strategy |
Development of a
national energy policy is underway. Despite the importance of
biomass in the national energy balance (94% of total consumption),
there is no comprehensive biomass strategy. Needless to say, the
biomass resource is being depleted at a higher rate than
production. |
Design a plan for
developing the national biomass energy strategy and establish a
framework for effective co-ordination and collaboration among key
actors primarily Departments of Forestry and Energy. |
* Methodology on
development of a national biomass energy strategy is developed;
* Framework for institutional co-ordination is designed;
* Awareness
among stakeholders is raised. |
