Emissions reductions from CDM and JI
projects must be additional to any that would occur in the absence of
such projects. Numerous efforts have been made to develop baseline
methodologies both for CDM and JI projects. However, there is still a
lack of consensus among experts on what the best methods for baseline
evaluation are.
URC is participating with other
organisations in further developing baseline methodologies agreeable
to all involved parties.
