Results
PLANER website
Building on their knowledge and expertise,
a team of European and Latin American institutions has agreed to
strengthen regional capabilities for taking advantage of the Clean
Development Mechanism (CDM) to foster sustainable energy projects. This
initiative, called Planning and Strategies for the Implementation of
the CDM - PLANER, was co-sponsored by the European
Commission under the Synergy
Programme.
PLANER established
a better
understanding within selected countries in Latin America of how CDM can be
used to increase the participation of renewable energy technologies in
power generation.
Institutions participating in the project
included a consortium of European partners (ESCAN,
EUFORES, EXPLICIT, LAHMEYER
and URC), the Latin American
Energy Organisation (OLADE) and the Central
American Commission for Electrification (CEAC). The project team
carried out the project activities in close interaction with relevant
institutions in the host countries (Belize, Colombia, Costa Rica,
Guatemala, Honduras, Nicaragua and Peru).
Main
Activities
The project focused on facilitating the
engagement in CDM projects of a wide range of stakeholders in the public
and private sectors by providing them basic information and criteria for
project categorization and selection. Main activities included:
- Assessment of the potential power
generation market for renewable technologies aimed at identifying
attractive projects for CDM. A common approach for setting national
baselines for the power system expansion was adopted.
- Identification in each participating
country of renewable technologies for power generation. The aim
was to
screen the most promising projects in terms of potential source of
low-cost emission credits and their contribution to foster more
sustainable energy paths.
- Work in association with local
institutions on identifying and designing options and procedures to
facilitate the implementation of CDM projects according to
country-specific institutional arrangements and regulations.
- Broad dissemination of the project
activities, including the organisation of a regional workshop with the
participation of potential European stakeholders on CDM projects.
Results
- A comprehensive study of the potential
market for renewable technologies in power generation in selected
countries.
- A CDM User's Guide including criteria
and indicators for project prioritisation and selection, possible
financing sources, and potential partners in Europe.
- In-depth assessment of case pilot
studies on CDM projects on electricity generation based on renewable
energy resources.
- Consolidation of a working group to
ensure a permanent exchange of information and experiences as well as
on opportunities for CDM projects in the participating countries.
