| Evaluation of liability
provisions for the Kyoto Mechanisms A number of liability provisions
for international emissions trading and joint implementation has been proposed. Their aim
is to deter overselling of rights to additional emissions by Annex I Parties whose actual
emissions are lower than their commitments.
The
purpose of the study is to develop a simple model to compare different liability proposals
in terms of their ability to bring the Kyoto Protocol into compliance, including expected
levels of cost.
The study, financed by EPRI,
was developed by Margaree Consultants. UCCEE assisted in modeling the liability
options under analysis.
